Activation lock issue

I bought a iPhone X for my son from second hand seller he said it was unlocked but when I received it turned it on it had activation lock I couldn’t find the seller... is there anyway to unlock this iPhone X?

No. The activation lock is an anti-theft measure.

No, unless you can find the person holding the Activation Lock there is no way to remove it. Apple will not assist with locating this person. If you purchase it through eBay and the seller clearly stated it was not Activation locked you may be able to recover your money through them.
