I couldn’t renew an Apple Music subscription and now won’t let me listen to my downloaded music

I paid for a subscription for Apple Music and then I couldn’t renew it and now it brings up all my downloaded music but won’t let me listen to it. It won’t let me update or even download free apps. What’s the deal?
