Security Feature When Logging in To My Devices // Is this supposed to be happening?

So occasionally when I login to an apple related website, Safari or the system? will give me the security prompts on the device I'm trying to log in with. This doesn't make sense to me.

E. g. I will say "Apple is being used to sign into a new device" then ask me to allow it or not. But this message is showing up on the device I'm trying to sign in with. I don't expect this to happen. I expect one of my other devices to be the only ones asking for permission.

If I go ahead and press the "allow" on the device in question, it then it gives me the code to log in with.

I provided screen shots of this. This issue has been going on for quite some time (over a year, maybe more).

This happens on both a Mac mini (2014) and a Mac Book Air (2017). Both are running the latest version of Mojave.
