6S apps won't update after installing 12.4

Installed 12.4 and now apps won't update. Get message that current version is "discounted" version and I can cancel or buy. These are free apps, e.g. Chase, Uber, Lyft etc. Even if I click buy they don't update. I've shut phone off and restarted. Any ideas?

If you can’t download or update apps, or if apps get stuck

If apps don't load or update on your iPhone, iPad, or iPod touch, learn what to do.
