I was using an app and I prevented the app not to use location now I want to enable it I can’t find the app in my location settings. how do I go about this?

The correct path should be: Settings>Privacy>Location>... tap on it (1st option), and you should see all your apps and adjust each of them.

What app are you missing? Have you tried to delete that app, then redownload/reinstall it?

How do I enable it, when I switch off my location it shows in the application ( settings - application {when I scroll down} ) but when I switch my location on it disappears

If you're using "Low Power Mode", please disable it.
The apps that appears in your screenshot are only "built-in" apps. To see ALL the apps you need to turn on "locations" then tap there.
Check also if you have restrictions enabled: Settings>ScreenTime>Content&Privacy Restrictions>Locations (that option should be "Allowed").
