I used to rearrange / delete apps on my phone by pressing and holding the home button until everything started to jiggle. Now, all I get is a context menu, usually limited to sharing the app. No jiggle. No delete.

Gently tap and hold any app you want to delete for about 3 seconds. All apps will start wobbling with the X mark. Click the X mark to delete or drag apps to rearrange. I hope this help you out.
