Why is Apple iPhone asking for a old passcode after we put in the Apple ID password and the 6 digit current passcode on an iphone?

The darn phone is doing the usual dance of Hello in various languages (frustrating) and then nevertheless asking for the passcode! What can be done now? That old passcode is over 3 years ago and obviously I don't remember it. Also why would this device ask for one when I already did a factory reset and erased all data. I even went online to check devices I have listed under my Apple ID and don't have this iPhone listed.

Requested 6 digit old passcode when I have 4 I have a new IPHONE 11. In order to "Update Apple ID Settings", I am putting in my new 6 digit code. All good. Then it asks for my old 6 digit pass passcode. I only have a 4 digit code. What to do?

Set it up as a new phone, obviously, there is a passcode in the backup you used.

Set the device up as a new device.
