Family Sharing Payment Methods

In Family Sharing, is the Organizer's credit card the only payment method used, after using up the iTunes gift card amount? I thought that another family member--if they buy anything and they don't have any more iTunes money left--that their personal credit card in iTunes would be next in line BEFORE the Organizer's credit card. Was it ever like this, or did iTunes make a recent change?
