How do you restrict Hot spot setting in parental controls

Does anyone know how to restrict the hot spot setting in parental controls? I’ve searched and doesn’t appear to be a way. I have settings on just about everything but my kids can override the data options with the hot spot feature. I have Verizon so I can’t restrict the amount of gigs per month without paying more money for that option. I already pay enough and don’t want to pay more. Please let me know. I am very surprised this hasn’t been corrected with a option on the iphones/iPads. Thank you
