iPad iOS 12.4 WiFi texts won’t send to Android phones or synch Android text to iPhone

On my new WiFi only iPad (with iOS 12.4 latest OS), texts I send to an Android phone or simultaneously to an Android and iPhone show as “Not Delivered.” I also note that the Android phone / contact’s messages are not synched to my iPhone. Texts I send to same Android phone done with my iPhone get delivered fine, even on WiFi. All other texts from others (iPhone) synch fine.

iPad is signed into iCloud with same Apple ID as iPhone, both devices have iOS 12.4, iPad is connected to home network with internet functional, iPhone connects to same network as well, and I have turned off and back on iMessage on both iPad and iPhone and powered both off and on.

I do note iPad doesn’t have “Send as SMS” option in settings for messages that iPhone has, so I cannot do that on the iPad.
