iMessage to android devices

My iPad Pro wifi only sometimes can text to android devices. Other times it says “Not Delivered”. There is only a ‘Try Again’ option available. They always synch with my iPhone but today they don’t. Why is this so sporadic????? iMessage is turned on in both the iPad and iPhone. All settings are the same and everything else is synched between the two.

On its own the iPad cannot send SMS messages to non Apple devices. It needs the iPhone to be connected to the same Wi-fi network for that to work.

Actual iMessages (blue bubbles in the messages app) are only sent between Apple devices.
