Ask to Buy for senior adult

We have parents suffering from dementia who were given iPads to help with memory, and provide some entertainment via games and such. We like the ability to Family Share apps with them, but worry that they will inadvertently purchase apps (or worse, subscriptions). Has Apple given any consideration to enabling this feature for say "over 70".
