Reset iPhone 7Plus still asks for passcode

I reset my iPhone 7 plus to factory settings. Before I did that, I removed the iPhone from my Apple and iCloud account It does not appear. However, when I turn on the phone, it shows the white factory reset screen that says "Hello. Slide to set up." I do so. It shows the normal passcode entry screen with a dial pad, saying "iPhone requires your passcode after restarting." I enter my old passcode for this phone, which I know is correct. It rejects it. ??? I don't see how it can require a passcode if it has been reset, nor what passcode it could be if not this one. I am stuck with this brick!
