Cannot export playlist from iPod or iPhone

I had a hard drive crash in my Windows 10 PC. I am now running iTunes version 12.9.6.3. I was smart enough to keep my entire library on an external HD due to a previous crash and the space required to contain it all, and iTunes is referencing this location for all my media files. I got a new PC and imported my entire library; no problem there, but I cannot figure out how to export my playlists FROM my iPod Classic or iPhone Xs Max TO my PC. I made sure it does not auto sync when I plug it in. Posts I have read say to go to my device in iTunes on my PC then right click on the playlist, click EXPORT and save it as a .xml file. The problem is EXPORT is not an option that appears. My options are:

Play

Shuffle "Playlist"

Play Next

Play Later

Please help

Select playlist on device. Use File > Library > Export Playlist and use the XML option. See also ImportDevicePlaylists, a script that can import all playlists from a device. I suspect you should also look at Make a split library portable - Apple Community. Ideally your entire library would have been on the external drive in a way that meant you didn't need to import anything when you connected it to the new computer. You should also backup your iTunes library and other important data to a second drive for security.
