When I send an iMessage it says delivered and it never changes to read

Why is it whenever i send an iMessage it always saids delivered and it never changes to read, even after getting a text message back??

My imessage does not deliver unless i hold down the message and send it as a text message. This does not happen with every message i send but with the majority. Because a person you are texting with disabled the read receipts for you or for everyone.
