what is the reccommended method to sync windows outlook calendars with an iphone 6

iTunes is not syncing my windows 10 outlook calendar to my iPhone 6 (all devices are on the latest SW versions). Can I correct this failure or what is the recommended method to sync windows outlook calendars with an iphone 6?

There are no errors during iTunes sync, but when I compare details in Outlook on Windows 10 PC with my iphone SE (1st gen), the details are not the same (i.e. the changes are not syncing) even though iTunes does not give any errors. I believe it stopped syncing my changes a few months ago and I didn't notice. It used to work great. I do not want to move my data to the cloud.
