iCloud is not recovering WhatsApp backup.

Hi, I’ve try to recover whAtsapp in my old phone (my new one broke) and for some reason it keeps say “couldn’t restore chat history”

1- my phone storage in empty

2- the phone software is updated

3- I cloud has more than 150 gb free space,

4- iCloud is the storage model that I choose for whatsapp

please help nothing works and I need the WhatsApp app ASAP.
