Application of Apple Card

I am in US right now and my ios system is 12.4. But I cann't apply for an apple card because “account service is unavailable”.Even I have recieved the early invitation.

Here is how to double check - Make sure your region is set correctly for your Apple ID (https://appleid.apple.com/) and on your phone [Settings>general>language & region - set to your region]

Go here to make sure your device is set up properly - Steps to take for applying to Apple Card - Apple Community. If you are not a US citizen with an SSN you probably can't set it up.

Thank you but I still couldn’t get there. I am not a US citizen but I am a lawful resident with SSN. My phone was running ios13 beta for a while. To apply Apple Card I came back to ios12.4. But now I couldn’t even find Apple Cash in my wallet.
