Restrictions Menu Item Missing IOS 12

The "Restrictions" menu item is missing a hard reset did not fix the problem. An iOS update did not fix the problem.

I don't want to restore the iPad, since it will take too long. Why all these problems with Apple?

Restrictions is now inside of Settings > Screentime

If you used a restrictions passcode previously, the same passcode will work in Screentime.
