Can't reinstall app

So I deleted the pinterest app, because it was taking up a lot of space on my iphone. Then, I turned off my iphone then turned  it back on, causing the app to appear again in white. The app store says its installed and has it on "open" so I can't reinstall then delete it. However,  it still appears on the list of apps on my settings. However, when I try to delete under iphone storage tab, it doesn't appear and I want to reinstall the app again. What can i do?
