iCloud locked

hello, i bought an iPhone two years ago at Dubai airport and I forgot my iCloud password and I can't remember my recovery questions , I have the receipt and I have my passport number as proof it is my mobile ... is there any ways to unlock the iCloud ? thank you for your time
