An Error has occured. Safari could not be verified. (311)

I have recently updated my OS from OS El Capitan to macOS High Sierra. I am having trouble updating Safari (to 12.1.2) ever since. Every time I try to update, it gives me this error: An Error has occured. Safari could not be verified. (311)

This is part of the bigger problem. My system shuts down due to some Kernal Panic problem (don't exactly know what that is). I think this happens because of some pending updates -- at least that what I came to know from my exploration about this issue so far. Please see attached the problem report and help if you may. I am a new MacBook Pro user but these problems/glitches are completely spoiling my experience of the otherwise great product.

Try copying the entire report and posting it in Pastebin and provide a link in a reply. After pasting the report in a PasteBin page, go to the top of the page, and copy the address in the URL bar. Paste that in a new reply.        Pastebin

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.

You are welcome. If you load the Top Site page, is it still blurry?

Have you restarted the computer? Tried logging out of your user account and back in?

Thanks Eric. Here's the PastBin URL of the error report: https://pastebin.com/bvhQrqHq I tried running it on safemode, that kinda helped. The frequency of the shutdowns is much less now (once in a few hours), but the issue is not fully fixed yet. Also, I am not able to update Safari. It's giving me this error every time I try to run the update: Safari could not be verified (see attached). Also tried running it on safe mode, still not working. What could be causing this issue?

I tried pretty much everything, Eric. My issue is not getting fixed. The frequent restart issue is just killing my productivity on this device. I was able to update Safari by running the first aid option on Disk Utility, but now the Software Updates (Security Updates 2019-004 10.13.6) are not running. I have tried safe mode, different user account, loging out of iTune and App store, etc. Nothing works. What happens is that the update gets installed on the device; but when I restart the system to run it, it gives me the error ("The update couldn't be installed. Open your App Store to update it"). After this error, when I go to the App Store and click on update, it starts downloading the same update again. It's about 1.8 GB, and I have spent over 16 GBs in trying to get it installed and run. But for some weird reason, it's not working. I think the Kernal Panic issue happening because I have not been able to run these software updates. The graphics are still blurry though Safari has been updated.

An Error has occured. Safari could not be verified. (311)
