Connection clarification

I have the iPhone 7 Plus. Would like some clarification on connections. At home I have the "WiFi" on and the "Cellular Data" off. Should they both be "on" and hopefully the system will use the "WiFi" over the cellular? Or do I turn the "Cellular Data" on when exiting the house and turn off "WiFi". I know I can leave both on but I am more concerned about not using public "WiFi". What, in your opinion, is the best set up? All comments are welcome.

There is no need to turn cellular off. Your phone will always use a known WiFi network before it uses cellular data. I never turn cellular off at all. I also use public WiFi but only for basic internet surfing, email, and things that didn’t involve divulging personal information. However, if you don’t want to use public WiFi, just don’t use it.

There are times that I will turn WiFi off when I am in a public WiFi area and I do that when I can’t get a good connection from the WiFi network, so I turn it off forcing the phone to use cellular data.
