How to sync a new device when cloud is full from data on my phone?

I have chosen to not backup my iPad to the cloud since my phone has far more important info. I also have a new desktop computer that does not have iTunes installed. Any ideas on how to transfer data to a new iPad other than using the cloud? I do not have enough space to sync my old iPad in order to use it to mirror on new iPad

You can buy more iCloud storage. There are rumours that iOS 13 might include device to device transfer, but short of that your only option is to backup the old device to either iTunes or iCloud, then restore that backup to the new device. That doesn't take into account media which isn't included in device backups which would need to be extracted into iTunes if you don't already have it. See Recover your iTunes library from your iPod or iOS device - Apple Community. If space is at a premium the library, and if needs be backup data, can be stored on an external drive. See Make a split library portable - Apple Community for details.

After posing this question, I found that I could install iTunes and use it to back up to my computer. I also realized that I had backups from multiple old (no longer used) devices that were also eating a large portion of my 5G basic cloud coverage. I have since removed the unneeded backups which helped reduce what is stored on the cloud. Thank you for your reply.
