iPhone X scrolling up

Why does my iPhone X keep scrolling up by itself its not normal I even format my phone! What do i do??

IPhone XR keeps scrolling to the top. No matter what I’m looking at my phone keeps scrolling to the top. I can’t even read things with out it scrolling back up in its own. I have tried hard reset ll ready with no luck. Hard to even write this response with out going haywire.
