I still have an iOS 10.3.3 version of Hulu that is still working and supported.
Older versions of apps may still exist in the iOS App Store, despite the fact the apps may have moved on to an higher minimum iOS version, now.

In addition, I would STOP using that nearly 2-year old Safari Web browser, as it is, probably, not safe and secure to use any
longer, and seek out a third party web browser that is STILL currently being updated and STILL being supported on iOS 10.3.3 and earlier iOS versions.

Not if they require iOS 11 or higher. If you need the advantages of the newer iOS levels, then you need a newer iPad capable of running them. You need to realize, your iPad model was released in 2012, 7 years ago. It was maintained for at least 5 years, but it's now out of date and can't be updated further.
No it won't. Your iPad is completely unable to run 64 bit software, which would be required for iOS 11 or higher.
