All the apps that I’ve bought on another Apple ID are all of the sudden saying “You must own this item to write a costumer review”. This also happens when I have to update. I do own the items though My current resolution is to offload and reinstall the app. This message popped up recently and I don’t know how to fix it.

You can try setting up Family Sharing between the 2 IDs if you want to be able to share purchases made with the IDs.
You’re all right, but this started on 8/27/19. Some people have had for years. My current solution is to offload and reinstall the app which will download the latest version.
Yes, purchases are permanently tied to the AppleID used at the time of purchase. You don’t “own” those items under your current AppleID. So deleting them and reinstalling them (which also means paying again for for-fee items) with your current AppleID is the solution.
