icloud drive file names keep changing

I have an Excel file in iCloud which I have edited many, many times without issues.

Recently, each time I edit the file the name changes: file.xlsx to file1.xlsx, file2.xlsx, file3.xlsx, etc. In Windows file explorer, only the most recent "number" appears (e.g. file7.xlsx). On iOS all the files appear (file, file1, file2, etc.)

In the earlier post (mentioned above), the author said the Apple response was, in effect, "that is the way it works" and "iCloud won't allow changes to original files". That makes no sense at all as on the Apple site it highlights how users may, with permission, all edit a specific file.

Any suggestions?
