Want to go back to older version of iTunes on Windows 10 64bit but...

I would like to downgrade because I want to manage my apps on my iPads through iTunes but after I uninstall the new version and install an older version I get The file “iTunes Library.itl” cannot be read because it was created by a newer version of iTunes" and I cannot get rid of it. Does anyone have a solution for me? Thanks!
