Unrecognized charge to my bank account

I had a message on my phone to update payment method. With the exception of Duet, I never download any apps that I have to pay for.

I know that in order to download any app including free ones, I still need to have a good card.

Well I changed it to a new card and bam I get hit with a $69.99 pending charge on my bank account, which of course I have no Idea what is for.

Since it is pending still, my bank will not do anything about. They suggested I contact the merchant to see if they are willing to release the charge.

This is as best as I can get with apple.

I feel like apple does this to discourage people from getting their money back.
