I notice you're on cellular data; as a starting point, try connecting to Wi-Fi. Does that make a difference? This would help to determine more about what's causing the issue.
Does it help if you Restart your iPhone, iPad, or iPod touch?

Hmm not sure I understand why WiFi would be needed when all my other purchased movies work fine. But ok so here is it with WiFi same issue.
Tried the reset still the same unable to load content. I’m not a trouble shooting guru but if all my other Apple movies work and this one doesn’t guess the movie is the issue?

Coming across this same problem, rented a movie still have 23 hours left to watch it, but it won't let me play it. It says I don't have access.
