after I move photos from sd/camera/ssd to iPad files app I can only watch them in the folder that I imported to. I cant find.a way that I can see them in the dedicated photos app. Is there a way without duplicating photos or something like that?

I'm not sure why you are saving the photos to the Files App if you wanted them in the Photo App? Have you actually checked the Photo app to see if they are there? If they aren't, you can move photos (likely one by one) to the photo app by tapping any photo until you see the square box with an up arrow, then directing the photo where you want it to go.
Are you using the Apple SD Card reader for iPad? If you are, it would automatically put the photos in the Photo app. I should have asked this to begin with.
Is there a way to save them from an external drive to the photos app?
I’m connecting directly my type c flash drive or using a usb c hub by hootoo to connect sd/ssd drive
But is there a way to do the same with other drives because most my footage is on external drives
