What is the maximum download speed of an iPad Mini 2?

What is the maximum download speed of an iPad mini 2? I have 1 Gbps internet service with AT&T. I get about 200 Mbps download speed on my iPhone 6, but only about 120 Mbps download speed on my iPad Mini 2. I am wondering whether the Mini 2 has a slower network card than the iPhone 6.

PS: I am not happy with any of my download speeds since I am paying for 1 Gbps. After some research and experimentation I have decided that the real problem is the BGW210-700 gateway that AT&T provides. And that is the only gateway that they offer. So I am planning to downgrade my internet service since I didn't need 1 Gbps in the first place. (AT&T gave me a "good" rate.)
