With family sharing does the rest of the family have to sign in under the main Apple ID under iTunes and App Store. My son is trying to sign in under his but then he can’t play any music. If he signs in under the main one he can play music but who gets billed for the purchase?

Every one should have/use their own Apple ID (Apple ID is not meant to be shared)
As a family organiser, you should send invitation to your son for joining.
