Where are you downloading the songs from ? There is no 'unlimited iTunes downloads', you've either subscribed to Apple Music (which gives you free downloads from Apple Music), are buying music from the iTunes Store, or you're doing both.

Rights-holders can remove their content from Apple Music and/or the iTunes Store at any time, in which case you wouldn't be able to stream or redownload them.
