Not directly.

If the PDF document was created directly from a text processing application's file, you may be able to select and copy the text in the PDF, then paste that into a new Pages document.

If the PDF doc was created from a scan of a page printed from any application, then the PDF does not contain any text—only a picture of the page that was scanned. You may be able to restore the text using an OCR (Optical Character Recognition) application, Accuracy of the extraction depends on the quality of the image, and to an extent, the choice of font in the original. You may be left with an extensive enough editing/correction task to make transcribing the text via the keyboard the most efficient path.

Barry

Acrobat Pro DC can convert a PDF into a Word .docx document, but not Apple's proprietary .pages format. One could then open the .docx in Pages. Most people abhor the thought of an expensive Adobe Acrobat Pro DC subscription to stay compatible with macOS.

On the less scathing cost front, the non-subscription PDFPenPro 11 has a PDF to Word .docx feature for the single price of $125 in the Mac App Store.
