Verification fail on app store

everytime I try and install an app it sais verification error, I then add the last 3 digits of my card and it said payment declined! So I can’t download app .. that is free! Plus .. there is money in my bank! And I’m able to pay for in app purchases with same card!! Really frustrating!

Verification required message I keep on having a verification required message when i download or update apps and i dont know why.
