I am using iOS 12.4.1 and cannot remove ask to buy on my daughter who is now in college. I don't have a Mac or an Apple TV and I don't have iTunes installed anywhere. I'm starting to think this simply can't be done.

I do not use Family Sharing, and that is the latest Support document for Family Sharing. You would need to contact Apple Support for help then.
That doesn't apply to iOS 12.4 the settings have changed since 10.2 and that slider to turn it on and off is no longer there. Thanks for the help though.
