Your Apple card is not tied to your phone. It is tied to your Apple ID. When you get a new phone just set up the card in the Wallet app again. If you restore a backup of your phone (either an encrypted iTunes backup or an iCloud backup) it will transfer the Wallet information. You will just have to reconfirm it for each card in your wallet before you can use it.
