I use the Outlook mail app n my iPad running iOS version 10.3.3; this iOS level is "up to date" according to the settings page, however Outlook says I need to update iOS to version 11 or higher. How do I do this when settings on my iPad says I'm already "up to date"?
If your iPad has been stuck on iOS 10.3.3 for the past few years, with no upgrades/updates forthcoming, then you own an iPad 4th generation.
A 4th gen iPad cannot be upgraded beyond iOS 10.3.3/10.3.4.
Its internal hardware is too old, underpowered and completely incompatible with any current and future versions of iOS.

If you need an iPad that can run the latest and greatest versions of iOS, as well as, the most current apps available, then, you will need to purchase a new iPad from Apple or a discounted, refurbished iPad from Apple’s Refurbished & Clearance section of Apple’s Website.

The workaround for your 7-year old iPad 4th gen is either use the OutLook Website OR ditch MS Outlook and use another third party iOS email client.
There are lots of these for iOS.

It means that your iPad 4's internal hardware is too old, iOS 10.3.3 is the highest it can go. You have no choice, you need to buy newer iPad to use this "Outlook" mail app.

There is always the default iOS Mail app, too, to use.
