why does my appletv not see my iPhone as a bluetooth device...

Because its not supposed to. There's no reason for the iPhone to appear as Bluetooth device since it cannot be paired to the Apple TV.
What are you trying to accomplish?
Most of the things an iPhone can do with an Apple TV, do not require Bluetooth paring. They may need Bluetooth to be turned on on both devices, but pairing them is not necessary.
