My Mac laptop screen is frozen. It’s black with a white circle with a line slashed thru the circle.

That means it cannot find the necessary files to boot the disk.
You may have to boot into Recovery and reinstall the OS.
This article is somewhat misleading, as corrupted files can cause that symbol.
