How can I rearrange the apps in AppleTV 4K
I want to move apps around, if nothing else to put them in alphabetical order. But the only instructions I've seen (hold pressure sensitive part of remote until they vibrate) don't work.

Those instructions are correct, and that is how it works on my Apple TV 4K.

Swipe to shift focus to a selected app icon that you want to move on the Home Screen, so that it is highlighted, then click-and-hold the center of the Touch Surface for 1–2 seconds, until that app icon starts to jiggle. (Unlike iOS, only one app will jiggle.) The app shouldn’t open. Then swipe gently to move the selected app to another location. It will stay jiggly and movable until you click the center of the Touch Surface again.
The five apps in the top row will allow featured content in the banner space above it. Something to consider when re-arranging the Home Screen.
