Wi-Fi calling intermittent but mostly not working

I have googled this and see that this is happening on many phones with many services. One person had 2 of the exact phones in the home and one worked and one didn’t. I have an iPhone XR with spectrum cell and internet service. Anyone know how to fix this issue? I have tried everything I found on the web.tried.

I have a strong internet signal. Any ideas?

If Wi-Fi calling is enabled the phone will always use Wi-Fi for calls even if you are connected to the cellular network, unless the Wi-Fi bandwidth is insufficient to complete the call. The status line at the top will say "<carrier name> Wi-Fi." Like this:

But your carrier must provision it on your account before you can enable it. See: Make a call with Wi-Fi Calling - Apple Support
