What happens if the previous owner doesn't have information for the apple ID that's linked to the activation lock? I purchased a phone recently however, the seller did not have any information to unlock the phone - how do I go about it?

You cannot bypass activation lock. It's an anti-theft feature. If you cannot get the information needed, it is useless to you.
