Costco wants a 4 digit “ PIN”, do they mean the last digits of the card’s number?

Am using Apple Pay with a Visa Debit card and Face ID. Works fine at Target. But Costco wants an additional 4 digit “ PIN”. That can’t be the 3 digit “ccv on the back of the debit card. Do they want the last digits of the card’s number?

According to: How to use Apple Pay - Apple Support

"Depending on the store and transaction amount, you might need to sign a receipt or enter your PIN.

If you're paying with Apple Cash in the United States, authenticate with Face ID, Touch ID, or a secure passcode.3 Some terminals may still request a PIN to complete any debit transaction. If prompted, just enter 0000 or any other four-digit code."
