Am using Apple Pay with a Visa Debit card and Face ID. Works fine at Target. But Costco wants an additional 4 digit “ PIN”. That can’t be the 3 digit “ccv on the back of the debit card. Do they want the last digits of the card’s number?

Yes, at Costco I enter my normal PIN when using my Visa debit card.
No. The 4 digit pin usually refers to the pin number you use with an ATM to access the card, and withdraw money, or perform other transactions.
For a debit card it's usually the PIN you setup with the card provider. For example the PIN you would use get cash with that card at an ATM.
