Thanks; I wasn't sure what you meant, and initially replied that perhaps the printer is just broken. It shouldn't be this difficult.
If you really want to use USB and not AirPrint you might need to disable AirPrint in the printer's setup (somehow). On the other hand if you have no particular need to use a USB cable, then AirPrint would offer the easiest setup option: Connect an AirPrint printer to a Wi-Fi network.
Disconnect the USB cable to avoid confusion, and be sure to specifically select AirPrint.
Restart your router too: disconnect its power, wait a minute or two, power it up again, wait another couple minutes, then see if the printer appears in Printers & Scanners.
Ethernet will not conflict with AirPrint.
Even an Ethernet-connected printer can be configured as an AirPrint printer. Despite its name AirPrint does not require a wireless connection.
Attempting to use USB just complicates matters. I'd disconnect that cable and put it away for good.
If you can't even run the app, then something else is wrong with your Mac. Are you unable to do that?
Did you confirm each of the above?
Did you contact HP for assistance?
Did you follow all the instructions in the Apple Support document?

When I get a better grip on what the problem is I'll get back to you because right now it's very confusing and too much to explain. Thanks for your help though, you did confirm that I'm looking for help in the right places

Thanks again. I have three ethernet linked Macs all using the HP 7640, Air Print may be a problem, besides, I seem to have two of the three Macs seeing the printer now so it looks like I've got it.
