Hi Kimeshangril,
In order to have the ruler appear, you must have notes on the Notes, then you tap on the + sign and tap on Add Sketch and the ruler icon on the bottom will appear.
Pls watch this YouTube Tutorial Video https://youtu.be/5EDInyPSQTc starting from 4:19 and you will know what I mean.
Hope these helps.

Thanks GOLdAPPLe78, your suggestion solved my problem.
But why do i have to add a sketch to get the ruler, i want it when I’m making the original drawing.
it seems i have to make the drawing in the Add Sketch window, a bit counter intuitive, since its the only tool missing from the normal tool bar, so it presence would complete things.
Hi Kimeshangril,
You are most welcome, glad to be able to solve your issue.
I think I know what you meant. You like the ruler to appear once you tap on the pencil icon, hahaha the ruler is naughty, hiding behind 😜
Have a wonderful weekend.
