I just switched from a Fitbit to an Apple Watch and so far am very frustrated with the exercise tracking. Fifteen minutes of aerobics doesn’t show up as exercise at all. What more can I do, other than doubling my heart rate, to communicate with this thing

Make sure you have calibrated it first. Go for a walk or run for 20 minutes. Also check your personal details are correct age sex weight height.
