iPhone unresponsive when grey square shows up. Touch screen not working when grey box square shows up.

Whenever my iPhone wants me to make a decision about something the whole screen goes grey and the option shows up in the center like Allow google photos to delete these files I can select yes or no and life goes on. recently (last few months) sometimes the grey screen that used to show up in the center of my screen shows up off-center. This would not be a problem except for the fact that the selection is sometimes hard to see and other times (when screen was recently off) I can't select anything and have to restart my phone to use it again. As you can guess this is annoying under normal circumstances but when driving it is down right dangerous. Please see the two screen shots below to see the two instances, top I can't do anything, bottom I can click don't allow or guess that the small amount of button to the right of it is allow and push that.

Has anybody else come across this?
